Łukasz Garbacz leads Blackswan's origination and partnership activity across Polish regional markets, with a particular focus on the firm's land and infrastructure pipeline. He brings nearly two decades of international project execution across Europe, the Middle East, Africa and Central Asia.
Background
Mr. Garbacz began his career in 2003 with PP-U Prorem Sp. z o.o., progressing from technical specialist to Technical Director by 2005. In that capacity he led tender preparation, cost estimating and commercial negotiation with municipal, mining, district-heating and developer clients, including the National and Provincial Funds for Environmental Protection (NFOŚ and WFOŚ). From 2011 to 2018 he served as President of the Management Board and co-owner of Wircon Sp. z o.o., partnering with Nascon Group — a Polish-British road-technology consortium and proprietor of the Duosolid road technology — to lead its international roll-out.
In that capacity he established branches in Dubai, Abu Dhabi, Kinshasa (Democratic Republic of Congo), Ukraine and Mongolia; secured technical approvals and standardisations in the United Arab Emirates, Ukraine, Mongolia, Chad, the DRC and Iraq; and signed partnership agreements with counterparties including Al Jaber (UAE), SAFAGE (France, Poland, Cameroon, Morocco) and RContrukt SARL (DRC). Concurrently, from 2011 to 2016 he served as Director and co-owner of Solaris Eco Technologies Ltd, supervising thermal modernisation, district-heating, gas-boiler and sanitary-installation projects across Polish residential developments. Since 2018 he has led Solaris Project Ltd, executing road and renewable-energy works in cooperation with Eurovia, Skanska and Strabag, and overseeing residential refurbishment programmes — including photovoltaic and heat-pump installations — in the United Kingdom.
