Victor Boraks

Mr. Boraks began his career in Canada as an Associate at Perry Farley Onyszczuk in Toronto, focusing on international commercial and infrastructure transactions. He later joined Bennett & Wright, advising on the legal and financial structuring of major oil & gas, telecom and energy projects in Canada and West Africa. Between 1988 and 1996, he operated as an independent consultant across Africa and the Middle East, supporting major North American corporations in energy and telecommunications projects, including negotiations with governments, banks and legal counterparties.

Since relocating to Poland in 1997, Mr. Boraks has advised on numerous strategic energy and infrastructure initiatives in Central and Eastern Europe. His assignments included negotiations relating to Shell Global Solutions' gasification technology for the Lotos Gdańsk refinery and advising Tishman Speyer Properties on a USD 1.5 billion investment structure with Citi Bank for major commercial developments in Poland. He was also the founder and first President of the Canada–Poland Business Club, now the Canadian Chamber of Commerce in Poland, and played an active role in promoting North American investment into the Polish energy sector.

Between 2003 and 2005, Mr. Boraks served as Director for Strategy & Development at Consolidated Oil Services (COS), coordinating energy-sector initiatives in Iraq and the Middle East. During this period, he negotiated a USD 280 million financing term sheet from Royal Bank of Scotland for a Northern Iraqi gas-field project and advised TransAtlantic Energy Partnership (TAEP), a platform involving senior American political and industrial figures focused on U.S.-Poland energy cooperation. Mr. Boraks also represented KBR and Shell in a USD 950 million offset transaction involving Lockheed Martin and the Lotos refinery connected with Poland's F-16 procurement program, and assisted U.S.-backed Odessa Brody Development of Delaware in advancing the Odessa–Brody oil pipeline initiative.

Between 2006 and 2010, he coordinated strategic development efforts for a KBR/Shell/ThyssenKrupp consortium pursuing a coal-to-methanol platform in Poland. From 2010 to 2015, he served as Management Board Member and strategic advisor to Encana Corporation Poland, focusing on shale gas strategy, regulatory matters and government relations in cooperation with Orlen and PGNiG. Since 2018, Mr. Boraks has served as advisor and investor in mPower GT, a Polish clean-energy technology company specializing in biomass-to-syngas, hydrogen and cogeneration technologies. His recent work has included support for GreenLane Renewables and strategic cooperation discussions with BayoTech.
